POLICY MANUAL

REGULATIONS


 
ARTICLE I - MEMBERSHIP FEES

Membership fees are to be established by the Executive for persons not covered by child registration.

ARTICLE II - REGISTRATION

A. Fees
1) The annual registration fee for each division shall be established by the Executive at the beginning of each season. An additional late fee of $200.00 will be charged to every registration received after September 7th of the current year. Acceptance is not guaranteed and will be pending availability of a team to play on.
2) All players must be registered in order to participate in any W.M.H.A. approved activity.
3) It is the policy of the W.M.H.A. to grant a release to any W.M.H.A. player registered on a S.H.A. card, upon a written request from the player and his/her parents. Approval of the release would be subject to the WMHA not having a team for the player to participate on in his/her age division.
4) A player in the Atom Division or higher, requesting a full or pro-rated registration refund, will only be considered for medical or relocation reasons. Medical conditions must be season ending issues. No refunds will be given after December 31st.
5) In the event of registration fees being unpaid, by way of an 'NSF' cheque, the player shall be suspended indefinitely until full payment, plus a surcharge of $25.00 is received.

B. Procedures
1) The registration form is to be updated, distributed and advertised by the Executive two (2) weeks prior to the registration blitz night.
2)Player Qualifications and Age Categories

Initiation – 5 & 6 year olds(male/female mixed)
Novice – 7 & 8 year olds(male/female mixed)
Atom Girls – 9 & 10 year old females
Atom Boys – 9 & 10 year old males
Pee Wee Girls – 11 & 12 year old females
Pee Wee Boys – 11 & 12 year old males
Bantam Girls – 13 & 14 year old females
Bantam Boys – 13 & 14 year old males
Midget Girls – 15, 16 & 17 year old females
Midget Boys – 15, 16 & 17 year old males

Players must play in the age category in which they are eligible for. Females must play in the girls category which they are eligible for. Exceptions for the females would be if they were to try out for a Tier I boys team and were successful in making that team. Any requests for concessions must be made in writing to the WMHA. The WMHA may or may not grant concessions to individuals upon review of their request. Decisions of the WMHA are final.


3) Late registration will not be accepted once the league schedules for that Division have been finalized and the teams have met the following maximum numbers in each Division: Midget - 21, Bantam - 21, Pee Wee - 21. The final decision rests at the discretion of the W.M.H.A.

C. Restrictions
1) A player may be allowed to participate or register with another Association outside of the W.M.H.A. only if such participation is in a division higher than the existing level of registration. Request for exemption must be filed in writing with the Executive of the W.M.H.A. before December 15th annually.
2) Exceptions are allowed to participate only in Saskatchewan First Program.

ARTICLE III - GENERAL CONDUCT

A. Parents' actions must be tempered towards good conduct and the welfare of the players. Spectator or parent abuse of the coaches, players or officials will not be tolerated. Those exhibiting such conduct may be required to leave the rink and may, along with the player, be suspended from the W.M.H.A. for a period of time to be determined by the Executive.
B. During team activities, no one associated with a team, including players, coaches, officials, managers, trainers or persons transporting players, shall be under the influence of, or use, alcohol or illegal drugs. W.M.H.A. supports the Shared Respect and Zero Tolerance initiatives as outlined by Hockey Canada and the Saskatchewan Hockey Association. Participants violating this rule are subject to indefinite suspension.
C. In situations where there is a formal complaint made to any Executive member and presented at an Executive meeting, a committee, as appointed by the President shall conduct an investigation of the alleged incident.
1) A hearing may be held where the parties are given an opportunity to be heard either orally or in writing. Following the meeting, a decision relating to any suspensions or other disciplinary actions will be made and communicated, in writing, to the parties.
D. W.M.H.A. follows the Hockey Canada protocol for harassment situations. Upon receipt of harassment allegations, in writing, a committee as designated by the Executive will review the situation and make recommendations for follow-up. The committee reserves the right to forward allegations to the proper authority (Police Service or Child Protection Agency)
E. The Division Heads are responsible for administering the Rules and Regulations of W.M.H.A. in their respective divisions. This includes specific and discretionary suspensions.
F. Coaching Staff
1) Coaches must show respect for the game, their opponents, the officials, and the fans. Those displaying unruly conduct or causing off ice altercations before, during or after the games in or around the rinks or a violation of these Regulations may be suspended. Profane language by or around the players is strictly prohibited.
2) W.M.H.A. does not condone abuse or usage of drugs and alcohol in the game of hockey by coaches and coaching staff.
3) Coaches are expected to teach sportsmanship and gentlemanly conduct by their own example and instruction. They are now official ambassadors of the City of Weyburn, the Weyburn Minor Hockey Association, the Team Sponsor and the teams parents. Their actions have a far reaching impact on all of these, as well as on themselves.
G. Players
1) Players must show respect for the game, their opponents, the officials and the fans. Those displaying unruly conduct or causing off ice altercations before, during or after games in or around the rinks or a violation of these Regulations may be suspended. Profane language by or around the players is strictly prohibited.
2) All select team players are to be reminded that it is an honor and not a given right that they are playing on a select team. They are now official ambassadors of the City of Weyburn, the Weyburn Minor Hockey Association, the Team Sponsor and their parents. Their actions have a far reaching impact on all of these, as well as on themselves.
3) W.M.H.A. has a zero tolerance for abuse or usage of drugs, tobacco products and alcohol in the game of hockey. Any player registered with W.M.H.A. is not allowed to participate in an event of W.M.H.A. when under the influence or possession of drugs or alcohol. Penalty for violation of this rule will be a minimum of 2 games suspension for the first offence and forfeit of registration and privileges for the second offense pending review by the W.M.H.A. Executive. All suspensions imposed by the Executive are above any suspensions imposed by the individual team.

ARTICLE IV - SELECTION AND TRYOUTS

A. Select Teams - Tier I & II
1) Eligibility rules for representative teams shall be as stated in the S.H.A. handbook.
2) Team tryouts are to be conducted prior to the commencement of the regular hockey season. A list of players selected is to be submitted to the Division Head prior to the draft date for house league teams. Once the team registration has been submitted to S.H.A., any additions or deletions must first be approved by the Executive.
3) If a player leaves a select team by his/her own choice, he/she may be reassigned to a house team by that Division's Head if before January 10 th , or may face possible suspension should this vacancy put the select team eligibility in jeopardy.
4) Select teams, if they so wish, may charge at the gate for league, exhibition and S.H.A. games at a rate set by the Executive annually. This money is to be used for each team's expenses, and is to be included in a financial statement that is to be submitted to the W.M.H.A. at the end of each month.
5) Ice times arranged and/or conducted by Association appointed coaches, assistant coaches or other personnel prior to tryouts, requires Executive approval and must be advertised.
6) Select teams, categorized as "AA" within the W.M.H.A. must recognize the following minimum numbers of players from the sponsoring centre - Weyburn.
Atom - 14
Pee Wee - 11
Bantam - 9
Midget - 8

Any player participating in his/her 4th consecutive year in the WMHA, will be considered a non import.


7)
A non-refundable tryout fee will be established annually by the Executive for all select teams. This fee will be applied to the player's annual registrtions fees upon successful registration with the WMHA select team.
8) WMHA requires that individuals must have played their previous year of hockey with WMHA in order to be eligible for play with Tier II teams.
9) Teams will be financially responsible for all operational costs including ice time & officials for SHA Provincial and exhibition play.

B. House Teams
1) Teams to be drafted by the Division Heads and coaches prior to the commencement of the current hockey season and following the select team drafts at a meeting set by the Division Head.
2) Players are to be selected and divided equally to ensure balanced teams within each house league. If an imbalance exists, the Division Head shall make transfers prior to Christmas break or earlier, subject to Executive approval. Once team registration has been submitted to S.H.A., any additions or deletions must first be approved by the Executive.
3) The Division Head shall decide on the number of teams to be registered and the number of players per team. Minimum of eleven (11) for Novice and a minimum of twelve (12) for Atom.
4) All players will be rated by the Division Head and prospective coaches or others as deemed necessary by the Division Head. Players will be rated according to skill and overall impact and abilities.
5) Drafting of players to teams will be conducted with the intent of having equal and balanced teams in all divisions. This process will be conducted by the Division Head and one prospective coach per team. Players will be selected in a normal drafting process, in order and reverse order (second round) until all players are selected to a team. Once all players are selected, prospective coaches will draw for a team. Coaches must trade players selected in the same round to accommodate coaches' children, siblings or special circumstances as advised by the Division Head. All trades of players must be made with the original intent of having equal teams. Only one assistant coach is allowed per team at this time and is not involved in the draft. Trades may be necessary to accommodate the child of the prospective assistant coach. All other team officials should come from the parents of the elected team members.

C. Carded Tournament Teams and Tier II Teams
1) Carded Tournament teams, and Tier II teams wishing to enter Provincial playoffs may be formed from the house system in any division operating within W.M.H.A.
2) W.M.H.A. will advertise for available coaching positions for Pee Wee, Bantam and/or Midget Tier II Provincial Teams during the month of September. Play will not commence before December 1 st each season. If the Tier II team is to be formed and commence play at the beginning of the season, refer to Article IV - Select Teams - Tier I & II. Teams will be restricted to a maximum of one (1) ice time per week and two (2) tournaments plus provincial playoffs per regular house league season, and two (2) additional tournaments for the remainder of the season for a maximum of four (4) tournaments. Team schedules shall not conflict with house league scheduled play or practice, as priority must be given to the house league team.
3) Individuals wishing to coach a team for tournament play within a Division must make written application to the W.M.H.A. Priority will be given to coaches within W.M.H.A. Play to commence after completion of house league play in March.
4) The team selection format must be approved by the Executive before tryouts commence, to ensure equal opportunity for all house league players. A carded Novice tournament team can be formed by player evaluation from Novice Eligible Players. Once the team registration has been submitted to S.H.A., the Executive must first approve any additions or deletions.
5) Teams will be financially responsible for all operational costs including ice time and referees. Detailed financial reports must be provided monthly on the format provided by W.M.H.A.

ARTICLE V - AFFILIATED PLAYERS

A. Select Teams (Male - Midget & Bantam Division)
1) The player, the player's parents, and the player's coach must be notified of the intent to affiliate them and a player can only be affiliated to one team. Only players registered within WMHA will be eligilbe for affiliation.
2) Deadline for filing the affiliated player list with the Division Head of W.M.H.A. is November 15th for select teams and December 1st for all other teams. Once filed only players on the list may be utilized and, the Executive of W.M.H.A. must approve any changes to the list.
3) The coach using an affiliate player must receive approval from the coach of the team from which that player is being acquired, prior to usage. Coaches violating this rule are subject to indefinite suspensions.
4) Affiliate players used in a game are to be designated on the game sheet with the letters "AP".
5) SHA Handbook - 8.07.03: Players registered on Midget AAA or Bantam AA categorized teams, or affiliated teams categorized as Midget AAA or Bantam AA, shall be restricted to a maximum of five (5) league or SHA playoff games after January 10th. Exhibitiion and Tournament games are exempt. Any player who participates in their sixth (6th) game as an "AP" must remain with the higher categorized division team. Goalkeepers are only charged with a game when they actually participate in the game. For players not registered on Midget AAA or Bantam AA categorized teams, or affiliated to teams catedgorized as Midget AAA or Bantam AA, the number of games shall be unlimited.
6) Affiliated players first priority is to the team on which they have been certified to.
7) Teams will adhere to any AP usage policies that supersede WMHA AP Usage Policy. Note: SCMHL
8) The Executive of W.M.H.A. must approve any exception to these rules.

B. House League Teams (Novice, Atom & Pee Wee)
1) The Division Head of the lower Division will provide a listing of eligible players for affiliation. Teams will be allowed to select six (6) players, two (2) of which can be goalies from a lower team or division. The player, the player's parents, and the player's coach must be notified of the intent to affiliate them and a player can only be affiliated to one (1) team. Only players registered with W.M.H.A. will be eligible for affiliation.
2) A drafting procedure should be utilized to ensure these affiliated players will not distort the team balance within the Division.
3) Deadline for filing the affiliated player list with the Division Head of W.M.H.A. is December 1 st annually. Once filed, only players on the list may be utilized and, the Executive of W.M.H.A. must approve any changes to the list.
4) The coach using an affiliated player must receive approval from the coach of the team from which the player is being acquired, prior to usage. Coaches violating this rule are subject to indefinite suspensions.
5) Affiliated players should not be used when the full roster of the team is present.
6) Affiliate players used in a game are to be designated on the game sheet with the letters "AP".
7) Usage of players should be rotated and usage is not allowed when the affiliated player's team is playing. Affiliated players first priority is to the team on which they have been certified to.
8) The Executive of the W.M.H.A. must approve any exception to these rules.

C. Initiation Division
1) Teams registered may affiliate players from one another for tournament and exhibition games only.
2) Affiliated players can only be used if a team is unable to ice a team of eleven (11) players. When affiliated players are used, the total on the team cannot exceed eleven (11) players.
3) Affiliate players used in a game are to be designated on the game sheet with the letters "AP".
4) Usage of players should be rotated and usage is not allowed when the affiliated player's team is playing. Affiliated players first priority is to the team on which they have been certified to.
5) A coach wishing to use a player as an affiliate, must first notify the player's parents and the player's coach prior to his / her usage.
6) The Executive of the W.M.H.A. must approve any exception to these rules.

D. Female Division
1) The Division Head of the lower Division will provide a listing of eligible players for affiliation. Teams will be allowed to select six (6) players, two (2) of which can be goalies from a lower team or division. The player, the player's parents, and the player's coach must be notified of the intent to affiliate them and a player can only be affiliated to one (1) team. Only players registered with W.M.H.A. will be eligible for affilitation.

Record Sheet on Usage of Affiliated Players

Please specify the type of game under Game Type heading using the following code:
T - Tournament
L - League
PP - Provincial Playoff
Please sign under Signature heading to confirm that notification was made within forty eight (48) hours of usage, by a team official, of the team that used the affiliated player.
Failure for coaches to keep this form current may result in possible suspension of the Head Coach. So, it is very important that your form is kept current.

ARTICLE VI - COACH & TEAM REGULATIONS

A. Coach
1) All coaches must have a N.C.C.P. Coaching Certificate outlined by S.H.A. with a minimum level of Initiation.
2) They must follow the current rules and regulations of hockey as established by Hockey Canada, S.H.A and W.M.H.A.
3) Individuals considered should have a record in good standing regarding coaching techniques and handling of players. Individual files shall be maintained on each coach and all correspondence or incidents related to each coach shall be included. Only the President and applicable Division Head will have access to these files at the time of coach selection.
4) The Executive Assistant is to advertise the position of coach for select teams in the local paper twice (2) in the month of April, preferably the 1 st and 3 rd weeks. The W.M.H.A. Executive will form a sub-committee consisting of the incoming President of W.M.H.A., and four (4) other members of the Executive, to make recommendation for Select Team Coaches to W.M.H.A., with the W.M.H.A. Executive having the final approval. All efforts shall be made to avoid any conflict of interest between executive members and coaching selections (i.e. Executive member's child is playing in that division). Managers and assistant coaches are to be chosen by the selected coaches with the W.M.H.A. acceptance.
5) W.M.H.A. shall compile a list of interested coaches for house teams in all divisions. The Vice President will chair a committee struck by the board to review all applications and select coaches for all teams. All coaching positions, including assistants, are subject to approval by the W.M.H.A. Executive at the next meeting.
6) All coaches within W.M.H.A. are to meet with the players' parents at the start of the season. They must meet with parents regularly throughout the season to discuss any matters relevant to the team.
7) Coaches or other team officials shall attend any meetings called by their Division Head, or disciplinary action my result.
8) A coach is responsible for the discipline and conduct of his/her players and may impose, reasonable sanctions. Player's problems are to be dealt with immediately and with the assistance of the Division Head. Any disciplinary measure may be appealed to the Executive.

B. Team Regulations
1) All teams will be responsible for their own expenses and no purchases of equipment are to be made without Executive approval.
2) All teams must make a monthly report to their respective Division Head . This report will include a monthly report of income and expenses, team wins and losses for league, exhibition and tournament play, team suspensions handed out by game sheets and S.H.A., and travel plans for the next month. Format will be supplied by W.M.H.A.
3) All games must be scheduled through the Executive Assistant.
4) All teams in Pee Wee, Bantam and Midget Divisions will be required to have a minimum of seventeen (17) players, including two (2) goalies registered with the team. Players are required to participate in all scheduled practices, regular season and playoff games, and a maximum of six parent-approved tournaments per season. Teams may not exceed a maximum of fifty (50) games per season excluding playoffs.
5) All teams in Atom Division will be required to have a minimum of twelve (12) players, including two (2) goalies, registered with the team. All players are required to participate in all scheduled practices, regular season and playoff games and a maximum of six parent approved tournaments per season. Teams may not exceed a maximum total of forty (40) games per season excluding playoffs.
6) All teams in Initiation and Novice Divisions will be required to have a minimum of eleven (11) players registered with the team. All players are required to participate in all scheduled practices and games, and a maximum of six (6) parent approved tournaments per season.
7) A maximum of five (5) team officials (coach manager, trainer and assistant coach), as listed on the S.H.A. certification form will be allowed on the team bench during the game. All coaches and assistant coaches are required to have their proper certification level as per S.H.A. regulations.
8) All team are required to have team pictures taken prior to January 15 th , and they should be taken during scheduled practice time.
9) W.M.H.A. and associate member teams are accountable for payment of all repairs to arena equipment and facility damages that their team player's are responsible for.

ARTICLE VII - EQUIPMENT

A. While on the ice, all players must wear full equipment at all times, including approved neck protectors and mouth guards .
B. All equipment must be accountable for at the end of the hockey season and sweaters will be the responsibility of the coach.
C. A sweater and equipment deposit of $150.00 per team will be charged at the beginning of each season and refunded upon return of all sweaters and equipment at the end of the season.
D. W.M.H.A. will purchase one goal stick per house team for Initiation, Novice and Atom.

ARTICLE VIII - GAME OFFICIALS

A. Scheduling and Fees
1) The Executive will set the fee for game officials annually.
2) All officials will be paid by the W.M.H.A.
3) Teams are responsible for all official fees for exhibition games.
4) All referees are to be scheduled through the W.M.H.A. Referee in Chief.
5) Coaches or managers shall be responsible for score keepers and timekeepers. Parents are to be used when possible.
B. Function
1) All Hockey Canada, S.H.A. and W.M.H.A. rules will apply.

ARTICLE IX - TRANSPORTATION

A. The Executive will establish the bus/ van refund fee at the beginning of each hockey season.
B. All persons must be seated on the bus. No standing or leaning over the seat backs.
C. Parents are encouraged to ride on the bus with the team.
D. The coach or manager besides the driver must ride with the team at all times.
E. All persons must act in a responsible manner. No rowdy behavior.
F. No alcoholic or narcotic substances are permitted.

ARTICLE X - FUND- RAISING

A. Teams in W.M.H.A. are allowed to raise money for team related expenses provided these projects do not interfere with W.M.H.A. fund-raising projects. These projects must be approved by the Executive prior to commencement and a full accounting of funds raised and allocation of these funds must be submitted monthly to the Executive. Failure to do so within one week of month end shall result in a team fine of $50.00 per incident.
B. All teams will be required to provide a monthly financial statement to their Division Head with respect to funds raised from the public. The report must include all sources of funds and expenditures. The format will be provided by W.M.H.A. Failure to do so within one week of month end shall result in a team fine of $50.00 per incident.

ARTICLE XI - SPONSORS

A. Sponsor rates for business sponsors and service club sponsors are to be set prior to each hockey season by the Executive.
B. All sponsorships must be arranged through the Executive.
C. Sponsors are to be solicited at the commencement of the hockey season by the Executive.

ARTICLE XII - TOURNAMENT POLICY

A. All tournaments hosted by either a Division of W.M.H.A. or an individual team within W.M.H.A. must be approved and scheduled by the Executive of the W.M.H.A., and must be S.H.A. sanctioned through the W.M.H.A.
B. Division Tournaments
1) All divisions within W.M.H.A. will be allowed to host an annual tournament, which will be considered the home tournament for that division. It is recommended that the tournament be held in Weyburn and the Executive of the W.M.H.A. must approve the date of the tournament.
2) A representative from all teams within the Division must form a committee and this committee is responsible for the overall operation of the tournament.
3) The Tournament Committee must provide an acceptable schedule to the Executive Assistant at least one (1) week prior to the approved date. The Tournament Committee will be responsible for the payment of all ice time required to host the tournament and S.H.A. sanction cost . The Executive Assistant will invoice the division at the rate established by the W.M.H.A. annually.
4) Referee's will be scheduled for the tournament based on the schedule provided, and the tournament committee will be responsible for payment of all officials upon completion of the games officiated.
5) The tournament committee will be required to submit, to the Tournament Chairperson of the W.M.H.A., a detailed income and expenses statement within two (2) weeks of the tournament date and must include the payment of all incurred expenditures . Failure to provide this information will result in a fine of $100.00.
6) No players or parents of the respective teams within the division or committee members will be allowed to charge for their time, or be compensated in any manner with respect to the subject tournament.
7) The Division Head will be the contact person for all tournaments held within the Division and will be an ex-officio of the Tournament Committee.
C. Individual Teams
1) Any certified team within a Division will be allowed to host a tournament as a fund-raiser for the respective team. However, this tournament must not interrupt league play.
2) Any team wishing to host a tournament must obtain prior approval from the W.M.H.A. Executive, by submitting an application in writing to a regularly scheduled W.M.H.A. Executive meeting of the W.M.H.A. Executive.
3) Any team wishing to host a tournament as a team fund-raiser must provide, the Tournament Chairperson of the W.M.H.A., a projected income and expense statement, and details of the usage of the funds to be raised. Funds raised must be for team expenses only. This information must be provided with the application to host.
4) The host team must consult with the Referee in Chief to arrange officials for the tournament and the host team will be responsible for payment of all officials upon completion of the games officiated.
5) The host team will be required to submit to the Tournament Chairperson of the W.M.H.A., a detailed income and expense statement within two (2) weeks of the tournament date. In addition, the host team must provide a team income and expense statement for the year to date. Failure to provide this information will result in a fine of $100.00.
6) Compensation to players or parents of the host team will not be allowed in any manner as funds raised are for team expenses only.
7) Failure to comply with the above policy will result in a thirty (30) day suspension for the coach of the host team.

ARTICLE I - OBJECTS

A. The W.M.H.A. shall provide opportunity for and encourage maximum participation in hockey for all players eligible to play in Weyburn within the Saskatchewan Hockey Association (S.H.A.) and Canadian Hockey Association (C.H.A.) and framework.

B. The emphasis of W.M.H.A. shall be on players:
1) having fun
2) developing character
3) developing skills
4) having an equal opportunity to participate (April 2000)

ARTICLE II - MEMBERS

A. The registration fee of a player registered in W.M.H.A. shall include membership fees of parents or guardians.

B. Any person wishing to pay the prescribed membership fee as established annually.

C. Membership will be for the current hockey season (September 1 - August 31 st of the following year). (Amended May 1995)

D. A member may be suspended or re-instated by a 2/3 majority vote at any Executive meeting. (Amended May 1995)

ARTICLE III - OFFICERS

A. The Weyburn Minor Hockey Association have a minimum of ten (10) and a maximum of twenty (20) officers and will form the executive of the association. (Amended April 1983)

2) The Executive shall appoint an Executive Assistant annually at the Annual meeting of the Association for a period of not less than one (1) year. The appointment will be effective June 1 st annually. (Amended 2001)
3) The Executive shall appoint a chairpersons for any other duties as needed, and may be called upon to attend Executive meetings when necessary. (Amended 2001)

B. The one past - president shall be known as a trustee, be part of the Executive, and have full executive powers.

C. The Executive shall be elected at the Annual Meeting and shall hold office for one year.

D. Nominations:
1) The nominating committee of three (3) or more shall be appointed by the current Executive.
2) Nominations may be presented from members at the annual meeting.

ARTICLE IV - MEETINGS

A. Membership Meetings:
1) At least two (2) membership meetings shall be held in each hockey season, one of which will constitute the annual meeting, to be held prior to June 1 st .
2) Notice of meetings will be placed in the local paper for two consecutive weeks prior to the meeting date.
3) A quorum shall consist of fifteen (15) members. (May 1995)
4) Meetings shall be conducted using a specific rules of order book.
5) All members of the Association in good standing are allowed one (1) vote, and the officers are each allowed one (1) vote. (Amended 2001)
6) Any member wishing to make presentation at the meeting must advise the President in writing at least one (1) week prior to the called meeting date, and indicate the subject of the presentation. (Amended 2001)

B. Executive Meetings:
1) The Executive shall meet at least twice a month during the hockey season.
2) A quorum of the Executive shall consist of ten (10) members including the President or Vice-President. (1980, 1995)
3) Any five (5) Executive members may call a special executive meeting to deal with a specific issue only. A letter of notice to the President must include the purpose and signatures. The five (5) signing members must attend or the meeting is void. The President must call the meeting within five (5) days of the notice.
4) All officers of the Association are allowed one (1) vote. The President shall not vote, except to break a tie. (Amended 2001)
5) All Chairpersons and the Executive Assistant will be allowed to speak at the meeting, but will not be allowed a vote. (Amended 2001)

ARTICLE V - DUTIES OF THE OFFICERS

A. President:
1) The President shall preside at all Executive and Membership meetings and call all such meetings.
2) The President shall be ex-officio member of all committees.

B. 1st Vice President:(May 2004)
1) In the absence of the President, the 1st Vice President will assume his / her duties. (April 2000)
2) The 1st Vice Presidnet shall be responsible for attending all meeting, which the President attends.
3) Be custodian of the Criminal Record Checks, Coaching Certifications data base and recruitment of all Chairpersons for all of WMHA specialty programming. (Amended April 2007)

C. 2nd Vice President
1) In the absence of the 1st Vice President, the 2nd Vice President will assume his/her duties. (May 2004)
2) The 2nd Vice President will be responsible for and act as the liaison for all leagues that WMHA team participate in. (Amended April 2007)

D. Secretary:
1) Record and maintain all the minutes of all Executive meetings. (Amended 2001)
2) Prepare and forward all correspondence on behalf of the Executive. (Amended 2001)
3) Be custodian of the minute books of the Executive. (Amended 2001)
4) Notify S.H.A. of Executive officers elected annually.

E. The signing officers for the Association will be any two of the President, Vice President, or Secretary, or any one of them with the Executive Assistant. (Amended 2001)

ARTICLE V(B) - DUTIES OF THE EXECUTIVE ASSISTANT

1) To receive and collect, in the name of the Association, all monies due to the Association and deposit in a financial institution as directed by the Executive.
2) To control and maintain all matters pertaining to registration with the Association, and act as the Official Registrar for the Association and provide regular reports to the Executive.
3) To receive and check all accounts payable, and arrange for payment of the same as approved by the Executive.
4) To prepare and schedule all uses of the facilities.
5) To assist the Referee-in-Chief with scheduling of all officials and payment of the same.
6) To assist the Executive with administration of the programs and other administrative duties as required.
7) To record and maintain the minute books for all meetings of the Membership.
8) To attend all Executive meetings.

ARTICLE VI - DUTIES AND POWERS OF THE EXECUTIVE

A. To conduct the business of the Association in it's entirety, authorize all expenditures and have control of all Minor Hockey Personnel registered with the Association.

B. To insure that all personnel of the Association exercise fair and sportsmanlike conduct in promoting the game of hockey for players and the Association. The Executive may take any action necessary to encourage and promote this policy.

C. To replace any member of the Executive by a majority vote, who, in the opinion of the Executive, is not carrying out his / her duties.

D. The Executive shall govern the selection of all managers and coaches of all teams within the Association.

ARTICLE VII - POLICY MANUAL

A. The Executive shall establish and maintain a Policy Manual to govern the day to day affairs of the Association.

B. This manual shall include regulations in respect to the following:
1) Membership fees
2) Registration fees and procedures
3) Play-offs
4) Team Structures
5) Select Teams
6) Drafting Procedure
7) Game Officials - fees, functions and clinics
8) Protests
9) Transportation
10) Tournament Participation
11) Travel Expenses
12) Coach Selection and Clinics
13) Sponsors - procedures & rates
14) Chairpersons and Committee Guides & Division Head duties
15) Other Regulations as required

C. The Regulations included in the Policy Manual may only be changed by 2/3 majority vote of minimum of fifteen (15) Executive. (May 1995)

D. The Executive shall be guided in establishing regulations in accordance with the wishes of the Membership meetings.

ARTICLE VIII - AMENDMENTS TO THE BYLAWS

The bylaws shall be amended only at the Annual Membership Meetings of the Association. Notice of motion in writing regarding proposed amendments must be given to the Secretary of the Association no later than April 1 st . (1995) Notice of proposed amendments must be advertised in the local paper for two (2) consecutive weeks prior to the annual meeting. An amendment to the bylaws must secure a 3/4 affirmative vote of the meeting. (Amended April 2007)

ARTICLE IX - DISSOLUTION

In the event of dissolution of the Weyburn Minor Hockey Association, all funds and other assets shall be donated to a charitable, non-profit organization.
